據日本新華僑報網報導，自2012年9月日本『國有化』釣魚台以來，中日關係陷入低谷。為牽制大陸，日本頻繁向亞洲各國派出自衛隊高層幹部，展開防衛外交。

根據人民網報導，據日本放送協會(NHK)電視台消息，大陸與日本在領土領海問題上糾紛不斷。在這種情況下，安倍政權接連向亞洲各國派遣自衛隊幹部，通過和亞洲各國國防部門之間的交流來牽制大陸。

今(2013)年1月以來，安倍政府接連派遣自衛隊高層的統合幕僚長、海陸空自衛隊高層的幕僚長等幹部，前往越南、菲律賓、泰國、印度、巴基斯坦等國。對此，日本防衛省幹部表示：『我們在戰略性增加派往大陸周邊國家的自衛隊幹部。這是牽制大陸而採取的一部分行動。』安倍政府打算通過加強和亞洲各國國防部門之間的交流，來達到牽制大陸的目的。
