賴清德無罪推定不是指議長

台南市長賴清德昨天針對台南市議長李全教涉賄，表明司法未釐清前不進議會，引發正反意見，有人質疑「無罪推定」，認為李全教尚未判刑，賴清德就不入議會，法理上站不住腳。他今天在市政會議中表示，無罪推定是保障人權，不是指行使公權力在法律判定前受到無限制的保護，因此他會繼續堅持，雖然他不去議會，但市府局處首長對於市議會各委員會的業務報告與質詢均會出席接受議員的監督。
